US military bases continue to use surveillance cameras made by Chinese company Hikvision, despite security concerns that the cameras could allow the Chinese government to spy on sensitive US military facilities, according to the Financial Times. Government agencies will be banned from buying the device starting in August.
The Financial Times found that Peterson Air Force Base in Colorado spent $112,000 on Hikvision-made cameras in 2016.

The Air Force Space Command and the North American Aerospace Defense Command (NORAD) are both headquartered in Peterson. NORAD's mission is to ensure the sovereignty of American and Canadian airspace and to protect them from attack.
A naval research base in Orlando, Fla., purchased $4,000 worth of Hikvision cameras after last year's passage of the National Defense Authorization Act (NDAA), which prohibits the purchase of such equipment.
Both bases told The Financial Times that the cameras were not connected to the Internet. The Florida base said the cameras were used as part of a training system. A spokesman for Peterson said the cameras "were not related to base security or classified areas" and that the systems would be replaced.
The Chinese government owns 42% of Hikvision. Hikvision and Zhjiang Dahua Technology Co., another company banned by the NDAA, control about a third of the global video surveillance market, according to Bloomberg.
Cameras Improve Mass Transit Security
The 2019 NDAA cites several concerns about Chinese state-linked companies using technology such as Hikvision cameras to exploit security holes and access sensitive government information. Hikvision responded to the legislation at the time, saying it was "not based on evidence, a review of potential security risks, or an investigation."
The ban also extends to Huawei products and Hytera radios; The US State Department recently bought Hytera replacement parts for its embassy in Guatemala for $20,000, and since 2017, the Army's special forces have been using Hytera radios in training, reports the Financial Times.
Other bases, including Fort Drum in New York and Camp Lejeune in North Carolina, bought Hikvision cameras in 2018, but did not tell the Financial Times if they were still in use. As of 2018, the Defense Logistics Agency had purchased nearly $180,000 worth of Hikvision cameras for bases in Korea and Florida, but did not confirm to The Financial Times whether the cameras were still in use.
Last year, five Hikvision cameras were removed from Fort Leonard Wood, Missouri, although base spokesman Col. Christopher Beck told the Wall Street Journal, "We never believed [the cameras] were a security threat. They were always closed-loop" and that the cameras were removed to prevent "what any negative perception".Titanium Long Range Pan Tilt Zoom thermal imaging flir camera Gimbal LONG RANGE THERMAL IR IMAGING PTZ FLIR MWIR COOLING CAMERA | PART #SPI-M9X Long Range Flir Camera

Thermal infrared night vision imaging uses cameras that "see" heat instead of light. These are sometimes called "FLIR" or forward-looking infrared cameras, and produce an image that shows the temperature of objects instead of visible properties. SPI uses the absolute highest quality extreme SD and HD Ultra long range system manufactured for military, security and surveillance applications.
